I don't know who did this ad but I think it is for some kind of service that promotes life-gaurds on the beach. Can anybody explain what this ad actualy means??

maybe that you should realize that you are partly already in the pathology, if you do not surf within the flagged area.
I think it's just a simple contrast ad - between morgue and beach - which is preferable? Promoting either a life saving course, or a program to draw more lifeguards...
A call to action would be nice, but the imagery is effective to me anyway.

Yep.... swim within the lifesaving flags and you are fine. If you swim outside the lifesaving flags you could end up in the morgue.
couldnt that be something like: too much sun exposure without sun block could lead you to a cold end?
No, number three is right. In Australia and NZ you are told to swim inside the flags to be safe. It's an ad for the life savers organisation.
