13e rue is a French cable TV channel, specialized in (mostly) american TV series and (mostly) American cinema classics.
The first one was a theme-night on Rio, and the second one on King-Kong...
Generally speaking, the ads of 13e rue are "joke-based"... They intend to make the viewer smile, and understand that there is an alternative to the old traditional major TV broadcasting companies...

All I can add is that agency is BETC Eurorscg and that they've been doing great jobs on this account for a couple of years.
